Foreigners in Istanbul should click this link for residence permit. 'Yabancılar' means 'foreigners' in turkish.

Unfortunately there is no e-mail adress to contact the police here. Even if there would be an e-mail adress, it is not certain in Turkey that someone reads it and answers to you back.
There are phone numbers but they are all the time busy.
