Yazmaya başlıyorum, deyip, yine başlayamadım. Bu internet insanı çok dağitan birşey. Klickle, klickle bitmiyor.

Hükümet, ABD’nin isteği doğrultusunda, son yıllarda Gürcistan’a silah yardımı yapmıştır.
- BOP’a destek vermiş oluyoruz.

...

Lukoil, Akpet’i 500 milyon dolara satın aldı
Rus OAO Lukoil’in yüzde 100 tali şirketi olan Lukoil Eurasia Petrol, akaryakıt dağıtım şirketi Akpet’in yüzde 100’ünü satın aldı.
Alekperov, Akpet’in yüzde 100 hissesinin satın alınmasıyla Türkiye piyasasındaki varlıklarının yüzde 5’e çıkmış olacağını, bu miktarı 10 yılda yüzde 10’a çıkarmayı hedeflediklerini bildirdi.

(...) Le catalogue donnait trois entrées possibles : "Armée des Etats-Unis ; Bombe atomique ; Guerre mondiale (1939-1945), Japon."

Estonian cyber defence hub set up
Seven Nato nations have backed a new cyber defence centre in Estonia, which last year blamed Russia for weeks of attacks on its internet structure.
Germany, Slovakia, Latvia, Lithuania, Italy and Spain will staff and fund the hub in the Estonian capital Tallinn.
Estonia came under cyber attack in 2007 after its decision to remove the bronze statue of a Red Army soldier from the centre of Tallinn.
Moscow denied involvement in the flood of data which crashed computers.
"We have seen in Estonia that a cyber attack can swiftly become an issue of national security," Nato spokesman James Appathurai said after a signing ceremony in Brussels.
"Cyber attacks can cripple societies."
The US will initially send an observer to the project, which will have some 30 staff when fully operational in August.
The centre will provide research, consultation and training on the development of cyber defences for participating national governments.

Nepal's Maoists extend poll lead
Nepal's Maoist party has taken a commanding lead in a landmark election to form an assembly tasked with writing a new constitution.
The Maoists are reported to have about half of the 160 seats declared so far, well ahead of other parties and far more than many analysts had expected.
The party now has a good chance of securing an absolute majority.
The Maoists' deputy leader has told the BBC that he believes the monarchy will be abolished within three weeks.
Baburam Bhattarai made it clear that he expects the Maoists to lead the next government.
It has already been agreed that the new constitutional assembly, once formed, will implement the abolition of the 240-year-old monarchy.
Dr Bhattarai said he expected this to happen within three weeks, and that the royal palace might be privatised:
"Most probably it would be better to convert that palace into a museum, where the public can go and enjoy.''
Vote of confidence
The polls are the first to test the Maoists at the ballot box after their 10-year insurgency.
The BBC's Charles Haviland in Kathmandu says this is an extraordinary vote of confidence in the Maoists.
The next largest party, the Nepali Congress, is trailing far behind with just 21 seats.
All the top Maoist leaders have won their constituencies, mostly with large majorities.
The party has not just done well in the countryside, it has also won seven of the 15 seats in the Kathmandu valley.
Our correspondent says the establishment parties have better democratic credentials, but people regard them as stale.
Several senior politicians have lost, including the nephew and daughter of Prime Minister Girija Prasad Koirala and the leader of the traditional second party, the Communist UML, as well as a veteran royalist and former prime minister, Surya Bahadur Thapa, who came third in his seat.
There were many accounts of Maoist intimidation in the campaign period, our correspondent says, and some unconfirmed reports of the same on election day but people have given them a huge mandate in any case.
The Maoist leaders have promised to continue co-operating with other parties and say they want good relations with Nepal's powerful neighbours, India and China.
'Committed'
The Maoists' leader, known by his nom-de-guerre, Prachanda, called the results a "victory" as he celebrated his win on Saturday in the capital, Kathmandu.
"We are fully committed to the peace process and multi-party democracy and to rebuild this country," he said.
Maoist supporters have been holding victory processions, with red vermillion powder smeared on their faces and red hammer-and-sickle flags in their hands.
The election for the 601-seat assembly is a key element in the peace deal that ended the Maoists' decade-long insurgency.
Although the Maoists have not yet renounced violence, they will almost certainly now have to adjust from being a party of revolt to being a party at the heart of government, our correspondent says.
Results for the 240 constituencies chosen by the first-past-the-post system are expected over the next 10 days, although another 335 seats to be elected by proportional representation are not expected to be decided for several weeks.
The interim government is to appoint the remaining 26 seats.
Nepal held its first polls since 1999 following the Maoists' decision to end their armed struggle in 2006.
King Gyanendra seized absolute power in 2005 but was forced to give up his authoritarian rule the following year after weeks of pro-democracy protests.
He has since lost all his powers and his command of the army.

Carter: Sderot attacks criminal
Former US President Jimmy Carter has visited the southern Israeli town of Sderot - the target of thousands of rockets fired by Palestinian militants.
Mr Carter said such attacks were a despicable crime.
On Sunday, Mr Carter met the Israeli president, Shimon Peres, who has a largely ceremonial role. He has not met other senior Israeli leaders.
Correspondents say Mr Carter is being snubbed because he plans to meet Hamas political leader Khaled Meshaal.
Mr Carter is a controversial figure in Israel. He has previously characterised Israeli policy in the Palestinian territories as a system of apartheid.
In Sderot, Mr Carter was shown a display of stacks of rockets that had fallen on or near the town.
"I'm obviously distressed to see this happen… I think it's a despicable crime for any deliberate effort to be made to kill innocent civilians. My hope is that there will be a ceasefire soon that will stop all this," Mr Carter said.
Peace efforts
Thirteen people have been killed by rockets fired from Gaza in the last seven years. Many have been injured and large numbers of people have fled the town.
Mr Carter is on a tour of the region, taking in the West Bank, Egypt, Syria, Jordan, and Saudi Arabia.
Israel, the US and the European Union consider the Islamist militant movement Hamas a terrorist organisation, refuse to deal with it directly and all pursue policies to isolate it.
Mr Carter brokered the 1979 Egypt-Israel peace treaty, the first in between Israel and an Arab state.
He was awarded the Nobel Peace Prize in 2002 for "decades of untiring effort to find peaceful solutions to international conflicts, to advance democracy and human rights, and to promote economic and social development".

Rig Veda

Israel's 2006 war against Hezbollah in Lebanon was a "large and serious" failure, according to an Israeli government-appointed inquiry.
Military and political leaders had no clear strategy, which meant Israel was "dragged" into an inconclusive ground operation in Lebanon, the report said.
PM Ehud Olmert has insisted he will not step down despite the findings.
However, public pressure could grow on partners in his governing coalition to pull out, analysts say.
Israel was dragged into a ground operation only after the political and diplomatic timetable prevented its effective completion
Winograd statement
Hostilities broke out in July 2006, when Hezbollah fighters captured two Israeli soldiers in a cross border raid that left three other soldiers dead.
In the conflict that followed, more than 1,000 Lebanese died, mostly civilians, along with 160 Israelis, mostly soldiers, but the captured soldiers have still not been freed.
Completion prevented
The report said Israel could have taken two courses - a quick, devastating blow against Hezbollah or a sustained ground operation - but failed to decide on either.
"The fact Israel went to war before it decided which option to select, and without an exit strategy... constituted serious failures, which affected the whole war," report chairman Eliyahu Winograd said.
"As a result, Israel did not stop after its early military achievements, and was dragged into a ground operation only after the political and diplomatic timetable prevented its effective completion," he added.
The report is highly critical of military commanders, especially in the ground forces.
"All in all, the IDF [Israeli army] failed, especially because of the conduct of the high command and the ground forces, to provide an effective military response to the challenge posed to it by the war in Lebanon," retired senior judge Mr Winograd said.
There has been considerable interest among Israelis about a last-minute ground offensive in the hours before a UN-brokered ceasefire, in which 33 Israeli soldiers were killed.
The report said the engagement did not improve Israel's position and there were "serious failings" in army command.
However, Mr Olmert acted in what was "the interest of the state of Israel", as it appeared at the time, when he authorised the offensive.
Repairs
The report recommends "systematic and profound" changes in thinking in the political and military leaderships if Israel is to face up to future challenges.
Israel cannot survive without the belief that it has "the political and military leadership, military capabilities, and social robustness" to deter aggressors, the report says.
Mr Olmert's aides said the criticism in the report was not as harsh as they had been preparing for.
"The prime minister and the government take responsibility and will make repairs," his cabinet secretary, Oved Yehezkel, said.
In Beirut, a Hezbollah spokesman said the report vindicated everything the Shia Muslim militant and political organisation had said before.
"Israel failed completely in achieving its goals and the Israeli army suffered a military defeat at the hands of Hezbollah," Hussein Rahal said.

A New France in the New Middle East: Forget Glory
By ELAINE SCIOLINO
PARIS
FOR France, the symbolism could not have been more powerful. On a trip to the United Arab Emirates 12 days ago, President Nicolas Sarkozy announced a decision to open a permanent military base there. It will be France’s first such base in a country that had not been its colony, and will make France the only country other than the United States with a permanent military presence in the Persian Gulf.
French officials portray the move as part of a larger effort by Mr. Sarkozy to project France’s influence throughout the Middle East. In the eight months Mr. Sarkozy has been president, he has visited eight countries in the region, announcing plans to build nuclear reactors, sell weapons, resolve crises and deepen cooperation along the way.
“France is back, yes, France is back,” Foreign Minister Bernard Kouchner said in an interview. “We are pursuing a policy that represents something new — activism, realism, involvement, even confidence.”
New, for sure. But maybe not quite grand, at least in the sense of a sweeping vision. Some people here, and in the Middle East, have even begun to wonder in just what direction all this energy and motion will take France.
In France’s days of empire, it was in the Arabic-speaking lands that the country’s dreams were most ambitious. But beyond North Africa and Lebanon, some of its boldest ventures were thwarted. Napoleon landed nearly 40,000 troops in Egypt in 1798, but the occupation ended in 1801. A more lasting presence came in 1830 when the French Army landed in Algeria, beginning an era of primacy over western North Africa. After World War I, France assumed control of Syria and Lebanon. But after World War II came humiliation and defeat — first in the 1956 Suez war, then the long war to hold onto Algeria.
Since then, France has played a key role in the Arab world only episodically.
Now, the American setback in Iraq, the winding down of the Bush presidency, a longing in the region for an alternative to American power, a turn inward by Britain’s new leaders and soaring prices for oil have created opportunities for Mr. Sarkozy.
President Sarkozy is seizing them in a distinctly post-imperial style; he defines the region as a mosaic to be worked on bit by bit, not as one huge prize that, if won, would restore France’s lost glory. So this is not about nostalgia. Nor is it an effort to lump the Muslim world into one great “arc of crisis” from Morocco to Bangladesh due to the never-ending terrorist threat, even though France’s foreign intelligence service tends to do just that.
In fact, Mr. Sarkozy has defined his approach in contrast to such thinking. “There are many Muslim and Arab worlds,” he wrote in “Testimony,” his 2006 campaign book. “The very concept of an ‘Arab policy’ is nonsense.” The goal, he said, is not to “be blinded by a unity that is only virtual.”
His approach is also personal, reflecting his hyperactivism, his passions and his determination to promote French business around the world. One example is his rejection of a conviction enunciated by his predecessor, Jacques Chirac, that the overriding priority in the Middle East had to be resolving the Israeli-Palestinian struggle. Mr. Sarkozy is more preoccupied with Iran, defining Iran’s nuclear activities as the world’s most challenging crisis.
Gone also is France’s automatic distancing of itself from the United States and Israel; when Mr. Sarkozy calls Israel “a friend,” the Israelis seem to believe him. And while Mr. Chirac spoke of the need for a “multipolar world,” with Europe as one pole, Mr. Sarkozy has tempered that notion with talk about France’s place within its “Western family,” an expression welcomed in Washington.
But will such an idiosyncratic approach work? A number of Mr. Sarkozy’s initiatives have already ended in stalemate, if not failure. A visit here by the Libyan leader, Col. Muammar el-Qaddafi, in which he openly criticized his host — and prompted the closure of the bridges over the Seine when he suddenly decided to take a boat ride — was widely seen as humiliating. Mr. Kouchner’s numerous trips to broker an end to the political crisis in Lebanon have been dismissed by even some supporters as a waste of his time.
“There is no vision, no strategy here, only a new style based on the president’s personal intervention and charisma,” said Olivier Roy, a scholar on the Arab and Muslim world and author of the forthcoming “Politics of Chaos in the Middle East” (Columbia University Press). “And this emotional factor has exaggerated the sense that there is a change in France’s foreign policy.”
At home, Mr. Sarkozy has faced criticism for breaking with France’s hallowed secular tradition by talking a lot about God — not only in Rome, but also in Saudi Arabia. He has been criticized as well for failing to make human rights a centerpiece of his recent meetings with Colonel Qaddafi.
And he has stated that his goal is not to democratize the world. Stressing the importance of political diversity during a news conference early in the month, he said: “Why diversity more than democracy? Because when you fight for democracy, certain countries say, ‘Ah! Post-colonial! You want to impose on us the system that is yours!’ ”
If there is one policy line that does stand out, it is Mr. Sarkozy’s pitching of French nuclear energy. France is second only to the United States in building nuclear power plants, and Mr. Sarkozy argues that Muslim and Arab states in principle have the same right to civilian atomic energy as any other part of the world.
This policy paradoxically risks encouraging Iran to continue enriching uranium — in violation of Security Council resolutions — as part of what Iran claims is only a peaceful nuclear energy program. Nevertheless, Mr. Sarkozy has signed a cooperation deal with the United Arab Emirates, the first step in building a $9 billion nuclear reactor there, and he has offered civilian nuclear cooperation to Saudi Arabia, Algeria, Egypt, Libya, Tunisia, Jordan and Morocco. In the wake of criticism that transfers of nuclear technology anywhere could be used on bomb programs, French officials rushed to make clear that it could take 15 years before those reactors are built, and to add that in some of the countries, they probably won’t be built.
All this activity, together with its inconsistencies, has attracted bemused comments from abroad, and signs from Mr. Sarkozy that he can answer them with a hint of humility — or humor. Last month, a French newspaper quoted King Abdullah of Saudi Arabia as having said: “President Sarkozy resembles a dashing and high-spirited thoroughbred, but like all thoroughbreds, he should submit to be reined in to find his balance.”
When Mr. Sarkozy landed in Riyadh two weeks ago, he greeted the king with the words: “The high-spirited horse is happy to see his great friend so wise.”
